Many people with disabilities saw the structure of state and federal programs as discouraging work and inclusion in the mainstream, and rewarding retirement. In the 1970's, a new sensibility arose emphasizing civil rights; the removal of social and physical barriers, and flexibility in encouraging independence. New laws have created new opportunities at every level of society for people with disabilities. We've included a brief view of disability demographics to give a sense of the size and character of the population of people with disabilities today.
