Almshouses were often the shelter of last resort. By the end of the 19th century, almshouses were run by state and local governments and became the subject of reform movements that tried to improve conditions in them. There was no safety net. Almshouses often became warehouses for abandoned children, the indigent, dependent elders, and people with disabilities. |
